OPEN SPACE REVIEW BOARD
MEETING OF APRIL 27, 2010

CALL TO ORDER:             Chairman Quinn called the meeting to order at approximately 1:00 P.M.

FIRST ITEM:                Freeholder Beyel made a motion and it was seconded by Mr. McLaughlin to approve the minutes of the meeting of March 23, 2010.                          

SECOND ITEM:               Mrs. Ernst stated that a financial statement from the Treasurer’s office showed the available balance in the fund as of March 31, 2010 was $5,492,404.57.

THIRD ITEM:                Mrs. Ernst reviewed the correspondence which included copies of determinations from the last meeting.                                    

FOURTH ITEM:               Upper Township, Block 590, Lots 4,9,14,15  
                                     (Harris, Abe, @ Mordes, H.)      10,000 Sq. Ft.

                                     The detached lots are located in Palermo off of Route 9, each with 25 ft. of frontage on Atlantic Avenue.  They are immediately adjacent to a large tract of municipal holdings with several developed residential units dispersed in the area.

                                     The lots have also been identified to be located in the Areas of Special Concern in Watershed Management Program Open Space Prioritization Report.

                                     GIS delineates the soils of being comprised entirely of the upland Downer series, but zoning of 40,000 sq. ft. per residential unit would preclude any development.

                                     A video showed the lots to be densely vegetated and forested, void of random debris, and complimenting the landscape.

CLOSED SESSION:            Freeholder Beyel made a motion, it was seconded by Mr. McLaughlin and unanimously approved to go into closed session at 1:10 P.M.

OPEN SESSION:              Freeholder Beyel made a motion, it was seconded by Mr. McLaughlin and unanimously approved to re-open the meeting at approximately at 1:25 P.M.

                                     Mrs. Ernst explained that she will be extremely busy for the next two months due to the mandatory farm inspections and reports due at the SADC by June 30^th.

                                     Freeholder Beyel suggested that the meetings be canceled for May and June.

                                     Freeholder Beyel made a motion, it was seconded by Mr. Schroder and unanimously approved to cancel the May and June meetings.

ADJOURNMENT:               Freeholder Beyel made a motion and it was seconded by Ms. McLaughlin to adjourn the meeting at approximately 1:27 P.M.
