Cape May County Sheriff Gary Schaffer with Captain Thomas Bland at
Promotion Ceremony held on June 4, 2010.

Captain Bland began his career 24 years ago with the Sheriff’s Office in August 1986 as a Correctional Officer. In 1989 he was appointed Sheriff’s Officer and graduated from the Cape May County Police Academy 3rd municipal class. Bland worked the Park Security Unit and was also a mounted police officer.

Captain Bland was promoted to the rank of Sergeant in 2003 and supervised the Court Security and Transportation Unit. He was then promoted to Lieutenant in 2005 and became the Commander of the Court Security, Transportation and County Security Units.

Captain Bland completed the Supervisory Management Certified Public Managers Program, levels one, two and three in 2006. He completed the Certified Public Managers Program and received his certificate and certification in May 2009. He also completed the West Point Command and Leadership Program in May 2009.

He has been a certified Police Training Commission Instructor since 1993 and a Certified PTC Firearms Instructor. In 2007 he received his Firearms Range Master Certification from the NJ Police Training Commission and currently is a range master and instructor for the Cape May County Police Academy.

Captain Bland has had perfect attendance for 19 years and received a Unit Citation Award for security and safety during four murder trials.

Sheriff Schaffer said, “It was a loss for this office when Chief Nolan announced his retirement. However the leadership and management skills of Captain Bland will assist us in taking this organization to the next level. His work ethic is second to none. To attend and complete both the Certified Public Managers Program and West Point Command and Leadership programs at the same time was a remarkable task.”

Sheriff Schaffer continued by saying, “Captain Bland not only has the skills necessary to supervise and manage the Law Enforcement Division, but he leads by example. To have 19 years of perfect attendance only supports my opinion of leading by example. I congratulate Captain Bland on a great career and look forward to his advice as we continue to move this organization forward.”

Captain Bland is married to his wife Drenda for 36 years. They have two boys ages 33 and 35 and have six grandchildren.
